Problem in downloading the msword file that are uploaded to database in php/mysq

Hi to all,
I have created a php page where it include a registration page for careers,it has a
option to upload the doc/docx/pdf file to the company...the upload is working correctly...it
stores in database...In admin area the uploaded infromation is daiplayed along with the
onclick download the uploaded the file....soo i used the

<a href="resume\<?php echo $row1['Resume'];?>" style="text-decoration:none;font-
size:1.1em;">Download[/url]

here: resume is the folder where i am storing the files...and $row1['Resume']; is the
attribute to uploded in the database...

is is working in apache local host...when i uploaded to server...it is showing 403
forbidden error...soo please help me in resolving this problem............
HI please help me this...the day of submission is very near....is their any one in this
